I would suspect Windows 7 will not allow unsigned themes for the same reason as it has never did. Regardless, WindowBlinds would always have a superior skin capability.

I don't get whats so special about the "Theme packs"
Its just a wallpaper that changes your transparecy a bit.
It would actually be quicker and easier to do it yourself ...
