Well, it's kind-of doing the same thing but to two different things.

Like, robbing a bank would be like pirating games and taking some change left on a table by someone is like pirating music. People don't see pirating music as that big of a deal.

It's called "pirating" for f#ck sakes. Unless there are two definitions for "pirating", I don't see how it's different. If you think pirating games is not OK while pirating music is, then I don't know any word to describe you, other than "hypocrite". I'm not talking about you, personally, but whoever believes in that logic.
