Windows 7 converts BMP/TIFF/PNG to JPG for wallpaper

hey, win7 teamm if i want to waste my resource is my problem 
i love to use bmp as wallpaper, looks much better
Windows 7/Vista reduces PNG/BMP/TIFF to an artifacted JPG if you attempt to load one as wallpaper.
In Vista you can use the desktop "customize" to solve this but in win7, it doesnt work
the only way to use a bmp as wallpaper is open it in Internet Explorer and set as background from there. That is the only way that seems to work. (also in any other browser. firefox for instance)
The win7 team should solve this, because jpeg picture looks ugly...as wallpaper

actually i have winxp sp3 on my laptop an wanna know if windows 2003 will be better than winxp sp3
