Microsoft is preparing to release a free, full-featured OneNote desktop application for Windows and Mac according to Tom Warren and Mary Jo Foley's sources to take on the Evernote cross-platform note-taking app, which is also free. Microsoft has already released free versions of OneNote apps for all the mobile platforms including Android, iOS and Windows RT but OneNote desktop app is a part of Office 2013 suite.

Microsoft will make  a new OneNote Clipper service and Office Lens as part of the updated free releases of OneNote. The Clipper service will sync links between PC/device browsers and phones. Office Lens is an app that uses optical character recognition (OCR) and a smartphone camera to allow users to sync snapshots to the cloud.
