Either Xbox One can run Windows 8 and RT apps or Microsoft just made it easy to port the Xbox One games to PC and vice versa.

Touch optimized apps can't be easily controlled with a gamepad.

Windows RT apps are compiled for the ARM instruction set, the Xbox uses the standard x84-64 instruction set. It just wont run without emulation.
Most people don't know this, but most Windows Store apps have been compiled for both x86 and ARM.
