Internet Explorer 10 for Windows 7, which was released yesterday includes portions of the DirectX 11.1 runtime for Windows 7 SP1 and Windows Server 2008 R2 SP1 via update KB 2670838 (Platform Update for Windows 7).
 
When you install the update KB 2670838, then these Windows 8 components become available in Windows 7 with full functionality:

  • Direct2D 1.1 (including Direct2D Effects)
  • DirectWrite
  • Windows Imaging Component (WIC)

These provide partial functionality:

  • Direct3D 11.1
  • DXGI 1.2

This component is not available:

  • DirectComposition (DComp)

Any benefit to the end users, like better graphics or better FPS?

DirectX 11.1 delivers improvements in a variety of areas, including stereo 3D support, video processing, GPU compute, 2D rendering, and even power efficiency. So yes, you will get better performance with the update KB2670838 installed.
