Hello, may one work on Wallpapers also in own pictures with photo shop? What says the copyright in addition? I would like to use a figure from a Wallpaper - is this permitted?

Which wallpaper? Post the link.
Or contact the person who posted the wallpaper and ask for permission.

Are you talking about this wallpaper?
It's from Nicole Doll theme by a Taiwanese artist Tai, Ssu-Jui.
