For Windows 7 Starter and Home basic, you first need to patch and Unlock Aero effect.
 
Note: Skin Packs installer have easy and safe install option , Please uninstall old or other version of skin packs before install new version. Before install close all running program , after finish restart your system.

hi bro, can u remake skinpack matrix windows xp for windows 7? I've tried install it on win 7 but have no effect. Visual style is not compatible with seven. It's great and best theme i've found.
please make it for windows 7

i will do that but its need more time
