Windows 7 Logon Toolkit is a software which helps you to launch you desired applications at your Logon screen itself.
Follow the simple steps to use this tool:
1. Unzip and start the application.
2. Click Enable button. It'll take less than a minute to enable.
3. After enabling it, Log Off or Restart your PC.
4. On the left bottom part of your Logon Screen you can see a button (Fig 1). Click it.

5.The application window will be opened. Most useful Windows applications are included in the Main window.
You can launch you Desired application by clicking Browse button under Windows Features Tab.

This is one nifty-little app but surely useful.
But in my opinion, it would be of more use if more recovery related options are there than games etc. as we have no use of games on top of our logon screen.

Recovery related options are avoided knowingly, Because they wont work without proper Administrative Privileges. An application is not allowed to start with Administrative Privileges in Logon Screen. Hope you got the problem. Thanks for your feedback.

That surely is a probem, because many times users are stuck upon logon screen due to some problems or i should rather say it's vice-versa and at times a software such this with recovery options would be of great help.

But as you said it is not possible... :(

Microsoft Snipping Tool and Prt Scr button wont work on Logon Screen. But if you have any 3rd party software's like CamStudio installed in your computer, You can access it through Windows Features -> Browse button (Img 1).
