Except that's not true at all. The Windows 95 UI was vastly superior over the cumbersome Windows 3 UI.
To me, the same cannot be said about the Windows 8 UI vs the Windows 7 UI.
Windows 8 on the Metro side of things is doing what Windows on the 9x side didn't do: unify the UI. It needs some work yet, but I think once the kinks are ironed out, Metro will be better for daily use than the old 9x paradigm was.
