[HKEY_CURRENT_USER\Control Panel\Desktop]
"PaintDesktopVersion"=dword:00000001

DWORD 0 is off
DWORD 1 is on

Try this;

Open regedit and navigate to the following key:

HKEY_CURRENT_USER\Control Panel\Desktop\PaintDesktopVersion

Double click on PaintDesktopVersion in the RHS and in the box that appears, change the value to from 0 to 1

Restart.
