Don't really want to compare a msstyle maker with skinstudio but if i would buy Windowblinds 6 w/ Skinstudio Professional i would have to pay "€ 22,25 (EUR)"
(so the engine + themebuilder and not only a themebuilder)

IMO " €16.50" for a (okay it's the 1st one out there) msstyle maker is way to high!
A big + though.... it's able to import xp msstyles

I agree, the price is rather too high. WindowBlinds costs 19.99 $ (14.8 Euros) and you can use free SkinStudio (which only lacks few minor pro features, but completely capable of making skins)...

Anyways, SkinStudio is a free application and you can even get WindowBlinds/SkinStudio Pro bundle for $29. It's not limited like .msstyles are, so there's nothing really to add to it.
