IconDeveloper 2.0 is available today, and it is a complete rewrite of the popular icon creation utility. IconDeveloper can turn PNG images into icons easily, and take existing icons and make them Vista ready.
For those of you running Windows Vista, you probably have already seen programs that look odd on your desktop due to them not supporting high resolution icons (Vista will place a 48×48 icon insize of a 256×256 box on the desktop). With IconDeveloper, users can quickly edit those icons and create 256×256 icons relatively easily.
IconDeveloper has a free download available, and an enhanced version which supports more file types. It is also part of the Object Desktop suite, and will be included with Object Desktop Ultimate which debuts next month.

The free version has all the features which you can find in a good icon developing program. If you want to change the color of the icon or convert a JPG to ICO then you can use Photoshop or Gimp to make the changes in your image, save it in PNG format and use it with IconDeveloper for making your own icon.

Free icon editors which are better than Stardock IconDeveloper and Axialis IconWorkshop:
IcoFX
Greenfish Icon Editor Pro
Both of them can create icons up to 256x256 @ 32-bit, which can also be PNG-compressed for use in Windows Vista.
